En r\u00e9alit\u00e9, c&rsquo;est aussi une adresse de premier plan \u00e0 Rotterdam: la rue traverse le centre-ville du nord au sud, bord\u00e9e d&rsquo;immeubles de bureaux et de commerces, mais aussi des quelques b\u00e2timents publics qui ont surv\u00e9cu aux bombardements de la Seconde Guerre mondiale : l&rsquo;h\u00f4tel de ville, l&rsquo;ancienne poste principale et la bourse. Ce qui manquait au Coolsingel jusqu&rsquo;\u00e0 r\u00e9cemment, c&rsquo;\u00e9tait l&rsquo;habitabilit\u00e9. Les trottoirs \u00e9taient encombr\u00e9s de nombreux pavillons de restauration et de mobilier urbain peu attrayant. \u00c0 c\u00f4t\u00e9 de la chauss\u00e9e se trouvait une piste cyclable \u00e9troite et, \u00e0 c\u00f4t\u00e9, deux voies de circulation pour les voitures de chaque c\u00f4t\u00e9, encadrant une ligne de tramway centrale. Chaque jour, 22 000 voitures roulaient sur la Coolsingel \u00e0 une vitesse pouvant atteindre 50 kilom\u00e8tres par heure. Entre 1913 et 1921, il a \u00e9t\u00e9 combl\u00e9 et le boulevard qui en a r\u00e9sult\u00e9 \u00e9tait bord\u00e9 d&rsquo;une s\u00e9rie de b\u00e2timents publics prestigieux, suivis plus tard par des h\u00f4tels, des cin\u00e9mas et des grands magasins. Apr\u00e8s la guerre, la reconstruction visait \u00e0 rendre le centre ville plus adapt\u00e9 aux voitures et \u00e0 faire du Coolsingel une art\u00e8re de circulation principale.<\/p>\n<h2>D&rsquo;une m\u00e9tropole favorable \u00e0 la voiture \u00e0 une City lounge<\/h2>\n<p>Depuis 2008, le conseil municipal de Rotterdam a pris la direction oppos\u00e9e et veut transformer le centre-ville en un \u00ab\u00a0salon urbain\u00a0\u00bb. Dans la ville portuaire moderne, l&rsquo;appel \u00e0 la convivialit\u00e9 est de plus en plus fort. C&rsquo;est pourquoi la ville investit d\u00e9sormais dans des mesures visant \u00e0 calmer le trafic et \u00e0 am\u00e9liorer l&rsquo;espace public. Ainsi, la Coolsingel ne doit plus servir uniquement de voie de passage, mais surtout faire partie d&rsquo;une promenade en forme de S, allant de la Witte de Withstraat, rue des galeries, \u00e0 la Meent, rue des commerces.<\/p>\n<p>\u00c0 cette fin, West 8 a fait am\u00e9nager le c\u00f4t\u00e9 ouest en un large boulevard. Des bancs ronds, des plates-bandes sur\u00e9lev\u00e9es avec des bords pour s&rsquo;asseoir et des \u00e9l\u00e9ments lumineux ornementaux, que West 8 a con\u00e7us sp\u00e9cialement pour la Coolsingel, compl\u00e8tent le tableau. Du c\u00f4t\u00e9 est se trouve une piste cyclable en asphalte beige de 4,50 m\u00e8tres de large, \u00e9galement \u00e0 deux voies. Sa couleur est inhabituelle et t\u00e9moigne du statut sp\u00e9cial de la Coolsingel, car l&rsquo;asphalte des pistes cyclables n\u00e9erlandaises est normalement rouge. Sous le rev\u00eatement se trouve un syst\u00e8me de drainage, permettant \u00e0 l&rsquo;eau de pluie de s&rsquo;infiltrer directement dans le sol plut\u00f4t que dans le syst\u00e8me d&rsquo;\u00e9gouts.<\/p>\n<p>La nouvelle Coolsingel, sur laquelle il y aura deux fois moins de circulation automobile qu&rsquo;auparavant, veut \u00eatre une charni\u00e8re et non une barri\u00e8re dans l&rsquo;espace urbain.
